Tabling the 2019/20 ministerial budget estimates, the Minister for Education, Science and Technology, Prof Joyce Ndalichako said as follow

During the year, the Higher Education Students’ Loans Board (HESLB) plans to disburse 450bn/- to 128,285 students, an increase of five percent from 2018/19 levels.

The number of benefitting students will be increased by 4.5 percent from  fiscal 2018/19 where 45,485 will be first year students, recording a 1.3 percent rise from last year’s record of 41,234 newcomers.
Tabling committee views on the budget estimates, the deputy chairman of the Parliamentary Committee on Social Services and Community Development, Juma Nkamia requested the government to timely disburse money allocated for the ministry’s development budget.

“The committee urges the government to give the 2018/2019 development budget allocation to the ministry before the financial year ends,” he said, advising the government to choose a few key project areas instead of budgeting widely while in reality there is no money.source msesetz

Similar sentiments were echoed by the official opposition in the speech by the shadow minister for Education, Science and Technology, Susan Lyimo.

“The opposition camp has been saddened by the fact that the ministry’s development budget has not been slotted from internal sources, leaving it at the mercy of donors,” she asserted.

Reading the Committee's speech to the Ministry of Education, Science, Technology and Technical, the parliament, April 29,2019 Vice Chairman of the committee, Juma Nkamia said the students have been getting too late to get funding for various challenges facing their colleges and some banks in the country.

He said because of some colleges that have a mortgage debt bank, student funds have been prevented and thus have a difficult situation for students.

 Nkamia, who is also a parliament member (MP's) of Chemba, (CCM) said the committee has advised the government to improve the interests of the lecturers and university staff, especially the housing allowance to avoid harmful impacts.

NIDA To get National Identity Card must read this four steps for registration of Na tional Identification Card
1.Registration - biographic data

 Applicant's Identity, Citizen or Refugee should come to the registration / registration office (Copy) of identification documents, citizenship and age as outlined above in the requirements of each group during registration.

2.Biological marking

This Registration process includes the review of the applicant's information in the system, the taking of the fingerprint, the image and the installation of an electronic signature in which the applicant's basic requirements are;

  • For the quality and the beautiful appearance of the image the applicant is advised not to wear white, pink, gray, blue or blue clothes.  To wear any type of hat during photography, or to put on a hook during biological marking.
  • In order to simplify this exercise, the applicant is asked to come to the office / registration center and the original documentation for confirmation of their citizenship, age of birth, passport, primary and secondary certificates, driver's license, insurance cover  health, identification and voter identification of the woman.

3. Verification and Reservation

The National Identity Authority (NIDA) at this stage is conducting the process of receiving objections from citizens on residents who have applied for access to the National Identity and final verification of applicants before they start typing and distribution of IDs to  residents who have completed the stage of biological marking (photographs, fingerprints and electronic signatures).

NIDA in cooperate with Local Security and Security Committees, security agencies and citizens generally receive feedback or objections regarding the applicants of the National Identity for local residents.

This is an important step in implementing the Government's objective of creating a more accurate information system for the people, so citizens can provide written objections to the reasons for the objection by identifying deficiencies that they have discovered, based on  their citizenship, age, name, picture and residence   of the applicant by filling out a special form on the relevant street or informing NIDA by writing to us at the address of SLP 12324 Dar es Salaam, e-mail, or submitting them to the respective district offices.

NIDA urges citizens to be patriotic and emerge to review their information with other applicants, and to provide objections without prejudice, bullying or discrimination.

4.Distribution of National IDs

The applicant should come to the registration office in the respective districts or in accordance with the instructions / advertisements provided in the area in order to obtain their identification come with receipt given by NIDA when completing biological marking

The Kila Mtoto, Kila Mama project aims to save the lives of vulnerable mothers, new-borns and young children in Mtwara region of Tanzania. Focusing on strengthening both the supply and demand side of maternal new-born and child health (MNCH) continuum.

The MNCH Nutrition advisor will provide technical advice and capacity building to the Regional Health Management Team (RHMT), Council Health Management Teams (CHMT’s), Nutrition Committees at the regional and district levels and Health Care Workers - on how improve individual behavior and household practices, promotion of collective actions in communities and creating enabling environment for good nutrition outcomes for expectant mothers, new-born babies and under 5 children.

The volunteer will focus on developing sustainable locally owned resilient nutrition interventions which involve social behavioral change and communication (SBCC) approach in health facilities and community level in Mtwara region related to MNCH; promoting male engagement.

• A degree in Nutrition (specialty MN nutrition).

The idea of ​​establishing national identity cards for Tanzanian citizens and foreigners living in Tanzania was born in 1968 at the Interstate Intelligence Gathering session which included delegates from Tanzania, Kenya, Uganda and Zambia.  At that time Kenya and Zambia already had their national IDs.  It was noted that in order to strengthen the security relations based on the rule of law in the four countries, the Ugandan and Tanzania countries are also issuing national IDs to their citizens.

There have been various government efforts to ensure Tanzanians and foreigners are given National Identity, but these efforts have not been able to bear fruit for a long time due to various reasons.  In 1986 the Government enacted the Identity Act which was not enforced.

It is clear that at this time there is a great need to have National IDs according to the existing circumstances.  Establishment of the East African Community where five countries are united and agree that people of these countries can visit without distraction also increased the importance of having IDs.  It should be noted that Tanzania is the only country in the Community that does not have National IDs.

The feasibility study of the National IDs in 2006 has shown that the project is being implemented.  The report also identified the project cost estimates and how the project will be implemented when the Smartcard technology will be used as approved by the Cabinet in the seminar in Dodoma in February, 2007.

President of the United Republic of Tanzania, Hon.  Dr.  Jakaya Mrisho Kikwete has already signed a Certificate of Approval for the establishment of a National Identification Authority (NIDA).  This document has been published in the Government Gazette, GN No.122 of 01/08/2008.

In addition to its 3th session of February, 2007 the Cabinet provided guidance for the formation of the Steering Committee of Principal Secretaries, Heads of Departments and Departments concerned with key issues about National IDs.  This committee and other matters will be responsible for providing guidance and direction of Project programs.

The Council also decided that the report of the research of Gotham International Limited (GIL) would be a guide to the implementation of the Project and the Company was appointed as the Project Consultant.

In another step, the Government issued a guide that various project implementation reports including the winner of the contractor's contract to form the National Identification System should be submitted to the Cabinet in order to obtain its approval.

chase.

Visual Examination - The body should appear
even, with no irregular spacing between the body joints. All doors and the trunk lid, should open and close with ease. Check for rust. Check the tires and also look for signs of brake fluid leaking on the inside of the tires. You may want to put the car on a lift to check for serious body damage, indicated by weld marks, spacers or a bent frame. Check for more than normal oil leaks, examine the muffler, tailpipe and exhaust pipe.

Under The Hood - Check all hoses and examine
the battery for leaks. Check the oil dip stick; if the oil is dark and dirty, the car may not have beenproperly maintained. Belts should be checked to make sure they are not worn and/or cracked. Also, if the car has an automatic transmission, check the transmission fluid to see if it’s dark colored or has a burned odor.

Electrical System - Start the engine and check all
accessories one at a time as follows: the gauges,
instruments, radio, heater, air conditioner and
windshield wipers. Blow the horn. Then, check
the dome light, headlights, parking lights, turn signals and back-up lights. Also, check air-bags.

Trunk - Open the trunk and check the spare tire.
If it’s worn unevenly or is cupped, something maybe wrong with the front end. Make sure the car has a jack, and that it is in good working order.

Springs And Shocks - Push down on the corners ofthe car, front and back. If the car bounces up and down several times, the shock absorbers are worn. Stand back some distance from the car and see if it is level. If one corner is lower than another, one of the springs may be weak.

Interior - Examine the upholstry, safety belts and
carpeting; if the seats have covers, look under
them. Badly worn carpeting or upholstry may be asign of heavy usage. Turn on the ignition and
check warning lights on the dash. Also check the
brake pedal for free play.

The Engine- With the dealer’s permission, race the engine a few quick bursts. Watch for excessive smoke out of the rear end, and if a loud tapping noise occurs, have it checked out by a qualified mechanic. A light tick or rapping in the top of the engine is not usually a serious problem, but a rapping noise could indicate a bad bearing. To check for a burnt valve or tune-up problem, put the brakes on and drop it into drive. If it idles roughly, there may be a problem. To check for abnormal engine wear, put the brakes on securely and pull the PVC valve. If there is no heavy smoke or a small amount uniformly coming out, it’s okay. If the smoke is heavy or puffing, it indicates excessive
wear.

Drive Shaft And Rear End - Take the car out on
the road, examining the drive shaft and rear end. Drive the car at a speed of approximately 35 miles per hour. Listen for rear end whines. If the car bounces or shakes, it’s usually caused by tires out of balance. If the shaking is accompanied by an unpleasant droning sensation in your ears, it could indicate a drive shaft or universal joint problem.

Steering System - Find a straight, level stretch of
road or an expressway, and hold the steering wheel lightly. If the car consistently pulls to the left or right, you have a problem. When rounding a corner, the steering wheel should turn smoothly and have a tendency to return smoothly to its straight ahead position.

The Brakes - For the final step, first make certain
there are no other cars behind you. Then, while
driving between 30 and 40 miles per hour, apply
the brakes three or four times. If you get a consistent pull, either left or right, there is a problem.

Finally, slow down to a speed of about 5 miles per hour and apply slight pressure on the brake pedal. If a humping or intermitten surge is felt, the drumsor rotors could be out of round.

3. When roads are built, the contractor brings in heavy equipment and cuts a wide swath through whatever used to be there. Occasionally this means a stand of trees. Then, you just show up at the courthouse, or wherever the properties are being sold, and register for a bidding number. Obviously, this requires a little bit of capital to get started, but not much, and if you reinvest your profits, your income will increase exponentially.

According to the U.S. Department of the Treasury, A management information system (MIS) is a system or process that provides the information necessary to manage an organization effectively. MIS can take many different forms, depending on the organization and the type of information that must be maintained. MIS design should be specific to an organization, respecting its age, structure, and operations.There six strategies for determining MIS design have been suggested by Blumenthal (1969) which are organisation chart approach, integrate later approach, data collection approach, database approach, Top down approach and Total system approach

NOTE: Our task need us to describe only Total-system approach

In Total System Approach (TSA) there is interrelationships ( that means the way in which each of two or more things is related to the other or others) where the basic information are defined prior to implementation. These basic 3 basic things are designed and done within the framework of the total system as  are Data collection, Storage and Processing.
Modern management is based upon a systems approach to the organization. The systems approach views an organization as a set of interrelated sub-systems in which variables are mutually dependent. A system can be perceived as having:
some components, functions and the processes performed by these various components;
relationships among the components that uniquely bind them together into a conceptual assembly which is called a system; and
an organizing principle that gives it a purpose (Albrecht, 1983).
The organizing system has five basic parts, which are interdependent (Murdick and Ross, 1975). They are:
the individual;
the formal and informal organization;
 patterns of behavior arising out of role demands of the organization;
 the role perception of the individuals; and
 the physical environment in which individuals work.
The interrelationship of the sub-systems within an organization is fundamental to the systems approach. The different components of the organization have to operate in a coordinated manner to attain common organizational goals. This results in synergic effects. The term synergy means that when different sub-systems work together they tend to be more efficient than if they work in isolation (Murdick and Ross, 1975). Thus, the output of a system with well integrated sub-systems would be much more than the sum of the outputs of the independent sub-systems working in isolation.

The systems approach provides a total view of the organization. It enables analysis of an organization in a scientific manner, so that operating management systems can be developed and an appropriate MIS designed (Murdick and Ross, 1975).

By providing the required information, an MIS can help interrelate, coordinate and integrate different sub-systems within an organization, thus facilitating and increasing coordinated working of the sub-systems, with consequent synergism. The interaction between different components of the organization depends upon integration, communication and decision making. Together they create a linking process in the organization.

Integration ensures that different sub-systems work towards the common goal. Coordination and integration are useful controlling mechanisms which ensure smooth functioning in the organization, particularly as organizations become large and increasingly complex. As organizations face environmental complexity, diversity and change, they need more and more internal differentiation, and specialization becomes complex and diverse. The need for integration also increases as structural dimensions increase.

Communication integrates different sub-systems (specialized units) at different levels in an organization. It is thus a basic element of the organizational structure necessary for achieving the organization's goals.


There are 7 main activities that must be conducted. In the following paragraphs each process activity of Ttotal Ssystem Aapproach (TSA) processes is stated and then described as following:-

1.Stakeholders Analysis. First activity is to identify the stakeholders involved in the system and their respective objectives. For this purpose three questions must be proposed:-
Who are the people, groups of people or institutions who are interested in, affected by or who themselves affect the system being developed during its whole life cycle?
Who are the people, groups of people or organizations who have interests in the business of the organization which develops the system?
Which interests and objectives do each group of stakeholders have in the system?
Answering these questions, makes it easier to identify high level obstacles and opportunities for guaranteeing support to the system mission realization.

2.Identify and model the System Life Cycle Processes (System LCP).The system LCP corresponds to the processes and functions of the product itself. It is determined that the System LCP begins just after the integration, verification, qualification and acceptance activities and finishes either when the system is refurbished or when it is disposed. This task is done by defining the processes which the system will undergo and the functions it will be able to execute after it exists as product itself. The best way for accomplishing that is to organize meetings with a selected group of people where each one is expert on a process or function of the system life cycle

3 Define Mission Description. At TSA, the mission is composed of System Life Cycle Processes. Therefore, System Life Cycle is what establishes the structure for the Mission Description. It means that each process of the LCP is an item to be described and characterized. In each process description, the scope, scenarios and circumstances must be well determined, to avoid future consistency problems.

4.Define Mission Architecture. As previously mentioned, the set of System Life Cycle Processes is the base for all the work. With scope, scenarios and circumstances established in Mission Description the Architecture will be portrayed. The task is to put together similar scenarios and circumstances, then name and illustrate them in a representative way. This task would correspond to the physical architecture, and the functional architecture would be the System Life Cycle Processess.

5.Develop each Life Cycle Process: By model and present the System LCP in terms of functions and processes which allows the data flow but does not give the timeline sense. The input and output flows and also the mechanism and the control flows, at TSA are converted into mission requirements, mission organizations and mission assurance.

6.Writing Mission Required. At Total System Approach, A Mission Requirement Is Aphorise Which State What's Share Be Done in a Determined Mission Process. It includes how well the Propel Shall Be Executed And In Which Conditions It Shall Be Execute

7.Mission Assurance and Mission Organizations. As stated before, the mission assurance is determined from the control flows and the mission organizations issues are determined by the mechanisms flows.

According to Oxford English Dictionary, law is defined as the body of enacted or customary rules recognized by a community as a binding. They are intended to enforce justice and advise on the duties and obligation of every citizen. Laws have high power and authority of the decreer. Those who fail to abide by them may be subjected to harsh penalties. The legitimacy of rules is obtained from propositions that are accepted all over the world. Some of them include the supreme power of a legislative assembly to enact them and the all-important fairness of the rules.

There are several main functions of laws in a country. They are to keep the peace in a country, shaping moral standards, promoting social justice, facilitating orderly change, providing a basis for compromise and lastly to help in facilitating a plan. Besides that there are two (2) types of law. One is the written law which is the most important source of law and which is enacted by certain bodies while the second law is the unwritten law. It does not mean that the unwritten law is not written. Basically it refers to those laws which are not enacted by the legislature and which are not found in the written Federal and States Constitution.

The following below are the function or importances of law in our society:-

Establishing Standards
The law tells the threshold between acceptable and unacceptable behaviors in society. The law is a guidepost for minimally acceptable behavior in society. Some activities, for instance, are crimes because society (through a legislative body) has determined that it will not tolerate certain behaviors that injure or damage persons or their property. For example, under a typical state law, it is a crime to cause physical injury to another person without justification doing so generally constitutes the crime of assault.Constitution (Articles 12 to 29) provides for the Bill of Rights and Duties. The rights enshrined include; the right to equality (Arts. 12 and 13); right to life (Art. 14); right to personal freedom (Art. 15); right to privacy and personal security (Art. 16); right to freedom of movement (Art. 17); freedom of expression and right to information (Art. 18); freedom of religion (Art. 19); freedom of association (Art. 20) and the right to take part in public affairs (Art. 21). Thus law used to establish standard in Tanzania.

Maintaining Order.
To maintain law and order, there must be some rules that should be followed. Whoever will break any of these rules is therefore required to get their reward. By doing this, we will maintain law and order even in our society. However, there are a lot of ways you can improve law and order. First, you need to ensure that in our society we have trained people to maintain law and order.
It is recommended that we train these people before enforcement. The law enforcement department, therefore, enforces people to follow the laws that are made by these departments. However, it is advisable to note that punishment is not the only way to bring offenders into the correct path. That is why a lot of observation should be considered before you decide in any decision.

Resolving Disputes

Dispute. includes any case where a person complains of and is aggrieved by the actions of another person, or any case in which a complaint is made in an official capacity or is a complaint against an official. Some disputants will not reach agreement through a collaborative process. Some disputes need the coercive power of the state to enforce a resolution. Perhaps more importantly, many people want a professional advocate when they become involved in a dispute, particularly if the dispute involves perceived legal rights, legal wrongdoing, or threat of legal action against them. For example THE COURTS (LAND DISPUTES SETTLEMENTS) ACT, 2002 used for land disputes
The most common form of judicial dispute resolution is litigation. Litigation is initiated when one party files suit against another. In the United States, litigation is facilitated by the government within federal, state, and municipal courts. The proceedings are very formal and are governed by rules, such as rules of evidence and procedure, which are established by the legislature. Outcomes are decided by an impartial judge and/or jury, based on the factual questions of the case and the application law. The verdict of the court is binding, not advisory; however, both parties have the right to appeal the judgment to a higher court. Judicial dispute resolution is typically adversarial in nature, for example, involving antagonistic parties or pposing interests seeking an outcome most favorable to their position.

Protecting Human Rights

Human rights are fundamental rights, which a person has by virtue of being a human being Some believe that human beings created in the image of God, endows human with a worth and dignity from which there canlogically flow the components of a comprehensive human rights system The constitutions and statutes of the United republic if Tanzania and its constituent states (see HUMAN RIGHTS PROTECTION IN TANZANIA AS PROTECTED BY THE CYBER CRIME ACT, NO.13 OF 2015) provide for various liberties and rights. A purpose and function of the law is to protect these various liberties and rights from violations or unreasonable intrusions by persons, organizations, or government. For example.  Everyone is entitled to all the rights and freedoms set forth in this Declaration,without distinction of any kind, such as race, colour, sex, language, religion,political or other opinion, national or social origin, property, birth or other status

Defending us from evil.

The first and most basic function of law is to defend us from evil that is, those who would seek to harm us for no good reason. This function of law underlies 20th century developments in International Law such as the Nuremberg Trials and the creation of the International Criminal Court. Also yhe punishment provided from those laws lead us escaping from evils. For instance by using THE CYBERCRIMES ACT, 2015 any person can be punished.

Encouraging people to do the right thing

Punishment/removal of criminals. When someone commits a crime and is found guilty, there has to be something to stop them doing it again. Sometimes it is just a slap on the wrist or a small fine, but sometimes it is something more serious, such as a length prison sentence. The punishment is an attempt at reforming the criminal. If they suffer because of a crime that they committed, they are less likely to reoffend. Furthermore, by imprisoning them, or by putting them on parole, the justice system is making it harder for them to reoffend anyway; it’s harder to get away with it. The idea of getting rid of criminals to prevent them committing more crime is evident in history in both the Bloody Code (lots of crimes were punishable by death in Britain) and in transportation. If they aren’t here, they can’t hurt us.

Encouraging peaceful coexistence.
We have seen the situation in most countries that are not governed by the rule of law. Conflicts and all sorts of injustice are a norm in such countries. Powerful people may take advantage of the citizens and engage in activities that deny them their basic rights. The law is here to guide us on how we should conduct ourselves without interfering with others. Thus law used to treat all people equally in Tanzania society that is why no one above the law. Thus is because law used to  punish those go against it regardless of your powerful.

Works For Supervisor CAF

Qualifications:

Ordinary level of secondary education/Senior certificate equivalent.

Experience:

Previous experience as Shotcrete Plant Operator.
A minimum of 3 years exposure to mining.
Knowledge of underground mining practices.

Purpose of the Role:

To ensure the shotcrete plant is fully functioning and ensure the mixing and availability of shotcrete materials are to specifications and quantities.

Main or Key Accountabilities

Ensures proportioning and mixing of the shotcrete mixture materials and maintaining and cleaning the mixing equipment
Stores, cares, and ensures accessibility of the materials
Ensure the mixture is free of contaminated materials and debris and that the aggregates have the proper moisture content
Maintains a constant flow of shotcrete materials without mixing more material than can be used within the specified time limits.
Supervises the workers who are supplying and loading the mixer.
Ensure GGM safety standards, policies & procedures are adhered to at all times.
Ensure the plant area is kept in a clean and tidy condition at all times.
Conducts a pre-use inspection of the plant prior to safe operation.

Additional Requirements:

OEM plant operation training and certification
Working at heights training
Confined space training
Hazardous chemical awareness training
Conveyor belt hazard training

Purpose of the Role:

To assist with the day-to-day operations of the batch plant and the availability of materials.

Main or Key Accountabilities

Assist with the spot check concrete & make adjustments to recipes where necessary.
Store materials received such as cement, aggregates & admixtures.
Ensure the batching plant area is kept in a clean and tidy condition at all times.
Assist with the basic maintain of batching plant (grease bearings, replace conveyor belts etc.).
Assist with testing duties of aggregates & concrete i.e. Moisture Contents, cube testing etc.
Ensure GGM safety standards, policies & procedures are adhered to at all times.
Assist with the pre-use inspection of the plant prior to safe operation.

Experience:

Previous experience as Batch Plant Operator.
A minimum of 3 years exposure to mining or plant operations.

Purpose of the Role:

To ensure the batch plant is fully functioning and ensure the availability of materials are to specifications and quantities.

Main or Key Accountabilities

Operate batching system to produce ready-mix concrete to correct specification and to OEM equipment operations procedure.
Spot check concrete & make adjustments to recipes where necessary.
Keep stocks up to date, order materials such as cement, aggregates & admixtures.
Liaising with Supply Chain/despatch to ensure products are delivered on time to the required quality.
Ensure the batching plant area is kept in a clean and tidy condition at all times.
Maintain the batching plant (grease bearings, replace conveyor belts etc).
Carry out own testing duties of aggregates & concrete i.e. Moisture Contents, cube testing etc.
Complete tests & audits to fulfil quality certificates & product compliance.
Conducts a pre-use inspection of the plant prior to safe operation.
Ensure GGM safety standards, policies & procedures are adhered to at all times.

Working at heights training
Confined space training
Hazardous chemical awareness training
Conveyor belt hazard training
